Im pretty sure the guy has been number one contender for several weeks now. When is this guy gonna fight for all the marbles? I think he is much more deserving right now that Zab Judah.

Miguel Cotto is blocking off Jimmy Jack Judah, they are both under the 36 chambers.
Cotto is also blocking off virtually undefeated Floyd Mayweather Jr. of the only built 4 tos gym aswell.

If Zab Judah becomes champion he will retire but he also might give Jimmy Jack a shot.
