I'd say this is a tried and true advertising technique of dressing up an advertisement to look like a news story.

It's done a lot in political campaigns as well, where a story looks like a news item when in fact it's a propganda piece for a particular party.

It's an ad no doubt and I'd say Leon is getting a good rate to run it or else I doubt they'd take the time to dress it up as a news item.
